In “YCCD violated labor laws, state board rules: District removed ‘seniority rights’ from full-time faculty contracts,” Michaela Harris explains that the Yuba Community College District (YCCD) was found to have violated state labor laws and workers’ rights by the California Public Employment Relations Board (PERB) for unilaterally eliminating seniority rights, specifically the “right of first refusal,” from full-time faculty contracts without proper negotiation. This right allowed faculty to continue teaching classes they had been assigned to for years. The PERB ruling ordered YCCD to stop these practices, restore the previous procedures, and compensate affected faculty. Despite this, YCCD plans to appeal, arguing that the right of first refusal hinders their ability to adapt to changing educational needs. In response, the Faculty Association imposed a “work-to-rule” policy, where faculty only perform the minimum required by their contracts, to pressure the district as contract negotiations enter a third year without resolution.
